Bonus XP weekend for RuneScape starts October 27th
The bonus XP weekend event begins on October 27th, 8:00am EST and ends October 29th, 2012 at 8:00am EST. Though players will only be receiving an extra 1.2 multiplier, the bonus XP will stack with XP items such as the Lumberjack and Constructor’s outfit, and the brawling gloves.

I once got in touch with him about some inaccuracies in his Runespan guide and he was extremely rude, defensive and immediately dismissive. He seems less interested in perpetuating correct knowledge and more interested on trying to get quick views IMO. I don claim to be some RS expert but he frames his videos in a one size fits all context whilst they don really suit the people are looking to really maximise their time.
As well as inaccuracy, he also misses things. An example of this would be his Dwarf Trader guide. I never heard of people paying off the guards as most people just lure the guards into the side rooms so they are never an issue unless somebody lets them out (which doesn happen often). Not a single mention in the guide about luring the guards.
I guess a one man team trying to make as much content as he does is going to have to take shortcuts. The general overview of his methods are correct. I would take the intricacies such as XP rates and exact methods with a pinch of salt. His videos are a really good starting point or quick start guide. If you looking to really understand content you should be either watching multiple guides, reading up on the wikia or investigating for yourself.

RuneScape promissory note lamp required levels
RuneScape players who qualify for the Sizzling Summer rewards received a Promissory Norte in their inventories September 1st, 2012 (August 31st, 2012 for American RuneScape players.) The Promissory note contains lamps, and 350,000 experience of lamps can be withdrawn from it. It does not matter what size lamps are drawn.
Larger lamps have level requirements for usage. Therefore, one must be careful what order he withdraws his lamps in, based on the skill level of the target skill. As these are static lamps (They give experience at the same rate regardless of skill level, as opposed to giving more from higher skills like Jack of Trade lamps or Squeal of fortune lamps,) one may find it advantageous to lamp up a lower skill with them.
Withdraw four level one 100XP lamps. This will lamp the skill just past level five. Now withdraw two level five 500XP lamps. This puts the RuneScape player at level 11. Withdraw and use 49 level 10 lamps to hit level 43. Withdraw forty level 43 5k XP lamps to hit level 59. Then us 25k xp lamps and whatever lamps remain until the promissory note is depleted.
